Delete the remnant and try again – Smooth
Create Blog Web Application – Smooth
Upgrade and attach content database(s) – Smooth!
Setup Blog – Smooth
Forward port 80 – Windows Server 2019 Preview packs a hissy fit – looks to be something with Hyper-V network communication / network driver / beta weirdness – muck with it enough and get it working
